Instalments option for AfC 2024-2025 Pay Award

Instalments form 2024-2024

The government has accepted the 2024/25 recommendations of the NHS Pay Review Body (NHS PRB) and agreed a 5.5 per cent consolidated uplift, backdated to 1 April 2024. This will be paid in October 2024 salaries and will also include a backdated payment to 01 April 2024.

It is recognised that it may be preferable for some individuals to receive the back pay in multiple instalments (for instance, paid across several months), rather than together in a single month. An example of this might be where individuals receive Universal Credit payments, where increased monthly income will directly affect the value of these payments.

If you choose to take your back pay in instalments, you will pay the same amount of tax and National insurance over the course of a financial year as you would if you receive it as one payment.

Colleagues would need to consider the potential impacts of spreading the payments out across multiple months. For example, if an individual is claiming Universal Credit, any lump sum or backdated earnings may affect how much Universal Credit received in the month they are paid. Please see Universal Credit guidance for further information.

The amount of back pay due will be different for everyone. Unfortunately, individual amounts will not be available as the exact figure cannot be calculated until the Electronic Staff Record (ESR) has been updated and we are able to run the retrospective calculations.  ESR is a national system and constraint’s on processing restrictions mean we are unable complete this until mid-October 2024.

We know this may make it difficult to decide so to help, you can estimate how much backpay you are likely to receive by looking at your September 2024 payslip which will be available from 20 September 2024.

At the bottom left-hand corner of your pay slip you will see Year to Date Gross pay:

Use this figure as your start point. In our example w will use £10,477.91 

Using your payslips between April to September 2024, calculate the following:

  • All amounts deducted for Salary sacrifice schemes. (to be added to Gross pay figure)
  • Any expenses/mileage payments. (to be deducted from Gross pay figure)
  • Make a note of payment for Enhancements paid in April 2024 – these were for hours worked in March 2024. (to be deducted from Gross pay figure)

Multiply the end figure by 5.5% to find your estimated back pay amount.

Nearer the time we will let you know how the instalments will show on your payslip.

To request the back pay, in instalments, please follow the process outlined below:

  1. Please seek appropriate advice from your benefit provider (e.g. Universal Credit Helpline) or Citizen’s Advice to ensure you understand how receiving these payments in instalments may impact your benefits.
  2. Please complete the formInstalments form 2024-2025Instalments form 2024-2025
  3. and return to:  BDCT.Payroll@bdct.nhs.uk
  4. The maximum number of instalments available will be 6 (October 2024 to March 2025)
  5. Once your instalments have been set up, you cannot choose to amend the frequency
  6. Should you leave the Trust before all instalments have been paid the total outstanding amount will be paid in your final pay.
  7. All completed forms must be received via email to the payroll team no later than 10am on Thursday 11 October 2024. Any forms received after this date will not be processed and the total back pay will be received in October salaries.

 

Although we would like to help more, could we please respectfully ask that you don’t contact Payroll or People Services for estimates of back pay, especially during the period 20-27 September (pay week).

 

 

 

 

 

From 01 September 2024, no more paper pay documents

From 1 September 2024

Following national guidance from 01 September 2024 all payslips, P11ds, P60s and P45s must be viewed via your Electronic Staff Record (ESR).

Colleagues can access pay and reward information from any location using any device, including during periods of long term absence. Going paperless helps us reduce the risk of personal information being lost or stolen, reduce costs and support national and local environmental strategies for reducing carbon emissions.

You are responsible for accessing your own electronic documents using your personal log on to ESR. Please visit your organisations page for further information and guidance.

NHS Pensions – important updates for Members

Current processing times for NHS Pensions

NHS Pensions are currently receiving high volumes of retirement applications. This means it’s taking longer than usual to process payment of retirement benefits. While priority is given to making payments to members, it may take longer than usual to process requests for estimates and transfers. NHS Pensions sincerely apologise for the delay.

The NHS Pensions Podcast

An brand-new podcast series has been launched titled The NHS Pensions Podcast.

The podcast is designed to be another resource for members, helping to gain a better understanding of individual NHS Pensions. Each episode will take an NHS Pensions topic, break it down into bitesize chunks, and answer regularly asked questions received from pension members, and there will be pensions experts on hand to guide members through each topic.

Total Reward Statement LIVE event for members

Members affected by McCloud will see a difference in the benefits shown on their annual benefit statement (ABS). This is due to the rollback of membership from 1 April 2015 to 31 March 2022 being put back into the 1995/2008 Scheme.

A LIVE event will take place on Wednesday 21 August, 2pm to 3.30pm for affected members to learn about the change in their ABS.

The live event is open to all and can be found via our Eventbrite. A recording of the event will be available on the website for those that are unable to attend.

Help with Aggregated Assignments

 

We sent out a communication in March detailing changes to tax for multiple post holders.

Below is a detailed example of how your tax is calculated on a week-by-week basis.

Each accounting period for tax purposes includes one month (and four or five weeks).  
Your tax code tells us how much you are allowed to earn before you pay tax, this is called free pay.  
 
As you are receiving your pay both weekly and monthly, the system will use two sets of free pay amounts then add everything together in week 4/5 to calculate your tax for the whole period.  
Tax and free pay are cumulative so as each week/month progresses your pay is added together and so is your free pay- please see the example below  
 
On some weeks it may look as if you are paying more tax than you should, please be reassured that this is not the case, you will never pay more than the Monthly threshold, but you may have paid lower tax or received a refund in earlier weeks, which offsets against larger deductions in later weeks.

Tax code 1257L provides:

Important pay, and benefits in kind information issue dates

P60

Your P60 summarises your taxable pay, tax, and national insurance during the last tax year.  Payroll plan to have these available by 20 May 2024, for most of us they will need to be viewed via employee self-service. However, if you are currently receiving a paper payslip you will still receive a paper copy of your P60. Paper copies may take a little longer due to distribution but will be with you by 31 May 2024.

Please note it is important to keep a copy safely in case you need it later. This is particularly important if you complete a self-assessment return.

P11D

If you have a salary sacrifice or lease car or use the home electronics scheme it is likely you will receive a P11D, this summarises the Benefit in Kind applicable for 2023-2024. HMRC and individuals must receive these by 06 July 2024.  However, these are usually completed earlier, and we aim to have them with you by 21 June 2024.

Partial Retirement

You maybe aware of the recent announcements from NHS Pensions Agency about the positive changes that have been made to the NHS Pension schemes which allow members more choice and flexibility when considering their options around retirement and early retirement from 01 October 2023.

In response to this organisations have reviewed existing policies and procedures and recognise that this is a complex area and appreciate a critical decision for staff. NHS Employers and NHS Pensions have produced helpful information highlighting the retirement options and a fact sheet which explains more about the changes and which contains some very useful links. 23/24 Pay Award and 22/23 non-consolidated payment

Important Information 2023-2024 Pay Award and 2022-2023 non-consolidated payments

2022-2023 non-consolidated payments – Staff on Agenda for Change (AFC) pay scales with a substantive post; employed on 31 March 2023 will receive a payment with their ordinary monthly pay on Wednesday 28th June.  The payment will be made in one lump sum unless a request has been made for instalments.

The payment will be subject to all ordinary statutory deductions such as Tax and National Insurance as well as any other deductions that are percentage based for example student loans, attachment of earning orders etc… however is it non-pensionable.

Pay Award 2023-2024

An uplift of 5% will be applied to staff on AFC pay scales (including staff bank employees). The award is effective from 01 April 2023.

Weekly paid staff have received the increased rate of pay on Friday 02 June 2023, back pay from 01 April 2023 will be included on Friday 09 June 2023.

Monthly paid staff will receive the increase on Wednesday 28th June, back pay will be included from 01 April 2023.

As back pay is included, please remember there will also be additional deductions for Tax, National Insurance, and pension contributions; as well as any other deductions that are percentage based for example student loans, attachment of earnings orders etc.…

P60

Monthly Pay

December 2022
To pay staff in time for Christmas 2022, December pay day will be Wednesday 21 December 2022.  To enable us to pay you earlier in December the deadline date for all payroll information to reach us is earlier too, this will be 10:00am, Friday 02 December 2022.

Please remember that our processing time is significantly reduced, and it is crucial the deadline is strictly adhered to. Any information not with us by this time will be processed in January 2023.

Payslips   Your online payslips will be available to view by no later than Friday 16 December 2022, they may be available by Thursday 15 December 2022, however this cannot be guaranteed.

January 2023
January pay day will be Wednesday 25 January 2023. The deadline date for all payroll information to reach us is Tuesday 03 January 2023.  Again, please be aware we have restricted time for processing, and it is crucial the deadline is strictly adhered to. Any information received after this time will be processed in February 2023.
